This can happen because of the mechanics of sending push notifications. A common example is when you send a new round of push notifications with near zero balance. When the credit runs out, the system stops additional rounds. But notifications already sent may take a while to view — say, for example the user forgot his phone, or receives notifications on a home computer.
Technical support is available from your administration panel around the clock, 365 days a year

We recommend you keep a minimum 100$ balance to keep ads showing without slowing down. The speed of your campaign will slow down as soon as you go below $50
When a campaign is started push notifications are sent to users devices. These notifications do not disappear until the user clicks on it or deletes it. This can happen after a campaign has been stopped.
If the Advertiser has a balance of less than 20$ on the balance, the running campaign stops, this restriction is made so that the user's balance does not go into a minus, because after stopping the campaign, advertising reaches users for another couple of hours.
Also, if on the balance of the Advertiser the amount is less than 20.01$, it will not be possible to launch the campaign, since the launch limit is set to 20$, this restriction is also made so that the Advertiser balance does not go into negative.
